Excerpt from the Jäger Report
In advance of the German invasion of Lithuania, various
Lithuanian paramilitary groups had been organized secretly in Lithuania to prepare
for an “uprising” against the Soviet occupation army and other “enemies,”
including Lithuania’s Jewish civilian population. As the German invasion began, on June 22,
1941, Lithuanian nationalist forces declared the establishment of a “Provisional
Government.” The Provisional Government
announced a series of decrees that had been prepared in advance, including one that
placed Jewish lives and property beyond legal protection. In many towns throughout Lithuania, sporadic
murders of Jews and looting of their property occurred even before the German
troops arrived. Into this chaotic scene SS
paramilitary units were sent to systematize and oversee the arrest,
concentration, and murder of Lithuania’s Jewish citizens. On December 1, 1941, Karl Jäger, the commander of one of those units, SS Einsatzkommando 3 (“EK3”), issued a report detailing, by
date and location, and the number and classification of the people killed.
Following is an English translation of the “Jäger Report.” The
names of the towns in and near the geographical area covered by the 1952 Rokiskis and Environs yizkor book are
indicated in bold type:

Today I can confirm
that our objective, to solve the Jewish problem for Lithuania, has been
achieved by EK 3. In Lithuania there are no more Jews, apart from Jewish
workers and their families. The distance between from the assembly point to the
graves was on average 4 to 5 Km.
I consider the Jewish
action more or less terminated as far as Einsatzkommando
3 is concerned. Those working Jews and Jewesses still available are needed
urgently and I can envisage that after the winter this workforce will be
required even more urgently. I am of the view that the sterilization program of
the male worker Jews should be started immediately so that reproduction is
prevented. If despite sterilization a Jewess becomes pregnant she will be
liquidated.
